Dr Wiebe Boer is Chief Growth Officer of the JIPA Network, where he leads the expansion of a pan-Caribbean healthcare coordination platform spanning South Florida, the Caribbean, Latin America, and West Africa. He drives private sector-led national health insurance development, provider network growth and capital raising for healthcare consolidation across the region.

Previously, he served as President of Calvin University and as founding CEO of All On, a $215M Shell-backed renewable energy investment company that helped catalyze Nigeria’s off-grid energy sector and earned him Impact Investor of the Year honors in 2021. His career also includes senior roles at BCG, the Tony Elumelu Foundation and the Rockefeller Foundation. Born and raised in Nigeria, Dr. Boer holds a Ph.D. from Yale, is a published author on African business and sport, and serves on multiple corporate and nonprofit boards.
